General Flood Advisory Under present weather conditions, At 3:00 AM today, the center of Typhoon "FRANCISCO" {MEKKHALA} was estimated based on all available data at 350 km East Northeast of Calayan, Cagayan or 275 km East of Basco, Batanes (20.3°N, 124.6°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northward at 10 km/h. Southwest Monsoon affecting Central Luzon, Southern Luzon, and Visayas. The 12-hour rainfall forecast is light to moderate rains and thunderstorms. WATERCOURSES LIKELY TO BE AFFECTED : + **Camarines Norte** - Rivers and its tributaries particularly Labo and Daet Basud. + **Camarines Sur** - Rivers and its tributaries particularly Lower Kilbay Catabangan, Ragay, Tinalmud, Tambang and Lagonoy. + **Sorsogon** - Rivers and its tributaries particularly Lower Donsol, Ogod, Putiao, Cadacan, Banuang-Daan, Fabrica (Tugbugan) and Matnog. + **Albay** - Rivers and its tributaries particularly Guinale and Upper Donsol. + **Catanduanes** - Rivers and its tributaries particularly Cabuyan, Bato and Pajo. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take necessary precautionary measures.

It is moving Northward at 15 km/h. Southwest Monsoon affecting Central Luzon, Southern Luzon, and Visayas. The 12-hour rainfall forecast is light rains or thunderstorms.
